Delegate William Folden (R, D-3B Frederick County) introduced a bill during the 2016 Legislative Session in Annapolis that addressed the large number of bills that are introduced every year. HB 1370 would have limited the number of bills that could be introduced by each member of the House and Senate.
Senators would be limited to introducing no more than 15 bills during a regular or special legislative session. Delegates would be limited to no more than 10 bills introduced.
The bill received an unfavorable report by the House Rules and Executive Nominations Committee and withdrawn by its sponsor. Any effort to decrease the number of bills being drafted and introduced each 90-day session will have to wait until next year.
